# Overview

A four-layer stack—**SPV → Smart Contracts → Quota Management → Real-Time Monitoring**—turns a government-mandated fishing right into a transparent, high-throughput token economy. Each layer has its own guard-rails so that failure in one domain cannot ripple through the system.

## Why This Matters

* **Regulated Foundation** – A recognised property right (ITQ) sits inside an SPV, isolating fisheries risk from token-holder risk.
* **Code-Enforced Scarcity** – Elastic burn logic ensures 1 TUNA always maps to a deterministic quota slice.
* **Continuous Proof-of-Catch** – AFMA data and MSC standards feed directly into smart contracts, blocking IUU landings before they can enter the treasury.
* **Institution-Ready Rails** – Solana’s throughput, audited contracts, and AFSL contingency make the stack palatable to both DeFi users and TradFi allocators.

**Bottom Line:** The architecture turns a national-level natural resource into a globally tradable, fully collateralised, and transparently monitored digital asset—setting a replicable blueprint for other ITQ fisheries and blue-carbon credits.
